-----"Houston Mayor Sylvester Turner is defending his decision not to ask residents to evacuate before the heavy rain from Tropical Storm Harvey swamped roads and neighborhoods across the nation's fourth-largest city.
Turner said at a news conference Sunday that there was no way to pinpoint which neighborhoods would be worst hit. He said every neighborhood has received at least some flooding."
In the face of a 500 year flood, His Honor instructed the public to shelter in place. Just like the mayor of New Orleans did before Katrina hit in 2005. No lesson was learned.
