That's one of the problems with "law enforcement" of which law enfarcement can be better applied, to describe what they're really accomplishing. To criminalize adiction is absurd and utterly backwards. Encarceration as a method of medical treatment is itself criminal and only goes to serve enriching shareholders of privatized prisons' portfolios. Theft as a means to procure drugs should rather be recognized as a call for help. If nobody was killed or seriously injured during this act of theft, the right place to send these persons is to a detoxification facility and subsequently in a secondary medical facility, if necessary.
