Canada introduced a new trojan horse law "Online Harms Bill C-63", that allows arrest and electronic tagging for persons considered likely to commit a future crime. In the 90's there's been a Orwellian film named "minority report". But it gets better: "crime" can be a (not defined) "hate crime" as well. But again, it gets better: Not the police, or the justice system are going to get the people. No, they put a "Digital Safety Commission" in charge, that can act informally and quickly (i.e. without a warrant), without hearings etc.
