Looks like a grift to me. The whole concept of a 'Business Incubator' has been around for a long time and there are a whole bunch of them already out there.

I prefer to shark fish using bait, drifted through a chum slick. I doubt sharks like the taste of negro, but if that's all that was available,
here's how I'd do it. Grind up one large buck, or sow - then freeze in rectangular 4 gallon bakery buckets. Add one frozen block per chum
bag, throw it over the side, tied to a cleat. Cut one medium negro into fist-sized chunks, dropped into the slick at intervals. Drift hooked
chunks out, using balloons to suspend them at various depths. Leave reels unlocked, clickers on. Attach a 12/0 J-hook to a medium turdler,
placed on a piece of plywood, with a rope attached. Drift the hooked turdler out, and tie off. When sharks appear in the slick, yank the plywood
out of the water, and free spool the live turdler, until it's picked up. Let the fish run for 30-60 seconds, then lock the reel and set the hook....
