Negroes should not be trusted w motor vehicles, period. Since we won't prosecute them, I would suggest simply seize and destroy the vehicles when they are driven like this. If the steal the car, too bad. Jigs share and drive other's cars too. Let yhe owner despense justice when his hooptie caddy is seized by po-eeze and scrapped.
