The left loves that phrase "especially people of color". They use it whenever they can. X law affects niggers more so it is racist... Not that said law is enforced the same with the same penalties. Nope, It can't have anythging to do with niggers simply breaking said law at rates as high as 10 times more. What it boils down to is "people of color" commit more crimes, are more lazy, more prone to vice and violence, and have an IQ average hovering over retardation.
