It seems there is a lack of will on the part of police officials, to find a simple solution to this non compliance problem. The old school cops used batons and mag lites, to good effect, with minimal manpower. Everyone, black or white, knew a fractured skull was coming their way, if they continued to act the fool. There was no controversy about it. There were dozens of us rowdy "boomers" and just a few cops. They needed results, and got them.
