Tea has been cultivated in Asia (China, Japan, India, etc) for at least 5 millenia. I'm not sure who started brewing tea leaves but I think the Chinese have written record of their practices. Chinese culture is so widespread in Asia that to this day, their influence is obvious in Thailand, Vietnam, Philippines, etc. Tea ceremonies in Korea and Japan are modeled after the Chinese prototype.
