A law enforcement investigator has found that the use of deadly force on a 20-year-old aspiring rapper who was shot 55 times in 35 seconds while sleeping outside a California Taco Bell 'was reasonable and in line with contemporary training and police practices'.

The City of Vallejo announced the finding Monday, sharing that they contracted with an independent court-certified expert to review the officer-involved shooting of Willie McCoy on the night of February 9.

Cops found McCoy slumped in the driver's seat in the parking lot with a gun in his lap around 10.30pm and as they were investigating, police said that McCoy suddenly made a movement towards the gun in his lap.

'Officers are not required to wait until a weapon is pointed at them to take the necessary steps to save their own lives,' he writes, also saying officers shouted verbal commands for three seconds before they started firing.
