The grandmother of an Orangevale teen presumed drowned in the American River near Folsom told KCRA 3 that a neighbor took her grandson to the river without bringing any life vests.

Michael Powell, an eighth-grader at Andrew Carnegie Middle School in Orangevale, disappeared Monday night as he played with some friends in rocks along the American River near Negro Bar State Park, family members said.

Rockfished and swept away. And this was a special needs nigger (how can you tell?)
