I used to live in Philthadelphia from '82-'87 and Chester has ALWAYS been a fixated SHITHOLE!! I'm sure that it has gotten worse.

I wonder how many anti-loitering laws were passed because of niggers dealing drugs, and waiting for victims to walk by.
