The simple answer is no. Niggers do not understand that the crutch of their "civil rights" is not a gateway to police immunity or a free pass to behave like wild animals around the human species. Nor is it a means to unlimited free shit and favoritism in every aspect of life. Even if they did understand the obligation to behave in a civilized manner they would have no intention of doing so. Their simian brains are barely able to comprehend "food goes in this hole; jenkem comes out this hole". Why should they even try when the left enables their behavior? The left is equivalent to the parent who instead of giving a misbehaving child a spanking and taking away their treats, simply gives them a "time out". Then the excuse for a parent ignores the child and goes about their own useless activity without enforcing said punishment at all. At the same time the child(nigger) goes right back to doing what got him chided in the first place. The nigger is just "expressing" itself. AKA TNB.

'Rights' and OBLIGATIONS...

Do Niggers understand that with civil rights afforded by humans they have reciprocal civic obligations toward humans. If so, how and when do they intend to fulfill them in a demonstrable way?
