Dogs lick their own asses and it doesn't seem to bother them. I'm sure nig-biscuits are just a lateral move on the doggo dinner table since they're used to the smell of shit. Ass sniffing is, after all, how they say hello.

As far as chemical repellents, they're just not available in large enough quantities to make a difference. Wranglers can't exactly carry a water tower full of pepper spray around with them. They should have remote controlled shock collars installed at birth so any cop with a smart phone could simply hit the dial a nigg button on the app and floor them for collection.
