Thing is, it's better not to bow at all, than to bow incorrectly, especially to the Emperor. The bow is a very complex ritual in Japan, and errors in bowing are considered to be serious gaffes. Unless Obama got some training in how to bow correctly to the Emperor, he probably made a fool of himself.
