Portugal has made itself victim of its colonial past. Not only have Brazilians and Angolans managed to obtain Portuguese citizenship (as far as I've heard, the government has since stopped this), international circumstances have been attacking Portugal from other directions.
Allowing foreigners to buy property there was never a sensible long-term solution to Portugal's economic problems:
