Shocking new video shows the moment a gunman brazenly opens fire into an SUV on the Upper East Side — killing the 20-year-old driver.

In what was just one of the latest acts of city gun violence, the shooting unfolded just after 2:30 p.m. Monday on East 95th Street between Lexington and Park avenues, according to cops.

The 20-year-old victim, identified as Chris Delinois of Brooklyn, was fatally shot in the stomach while sitting behind the wheel of the parked Honda HRV, cops said.

Even the Upper East Side with all the nice apartment buildings? The whole city might as well be 1970s Harlem with all the drug dealers and killers.

The niggers in '70s Harlem had to contend with the NYPD, who, despite their limitations, were a still a force to be reckoned with. The law enforcement vacuum created by De Blasio is like nothing ever seen in NYC. Even the criminals are scared. The DA recently announced prostitution would no longer be prosecuted, but you won't see one streetwalker anywhere. Of course, drugs are still sold, but anyone that tries it better have an armed backup, or two. The working people, who were NYC's life blood, are still absent. The LIRR train station parking lot in my LI town, always maxxed out with 500+ cars, is still 90% empty. My friends doing construction in Brooklyn and Queens are back to keeping pistols handy, like we did in the early '80s.
